Community Consultation or Community Control?

Shoalhaven City Council meet for its last Ordinary Meeting of 2025 on Tuesday 16 December 2025. One of the first items listed was – Agenda Item: CEO CL25.418 Proposal to Reform Community Consultative Bodies (CCB) Model of Engagement.  Your Committee firmly believes this is not genuine reform, but a process that devalues and ultimately tries to dismantle the Community Consultative Body (CCB) model.
We strongly reject the claim that any real community consultation has occurred.  What happened at the CCB Executive meeting on 1 December 2025  was an announcement, not a discussion. Members were simply told that Council intended to “reform” the CCB model, and it is now being suggested that no feedback was received — despite there being no meaningful opportunity to provide it.

Under the so-called “reform”, the Motion proposes that Council:

➡️ Discontinue the Community Consultative Bodies model in its current form from 1 July 2026
➡️ Thank existing CCBs and consult on options for them to become independently incorporated bodies  This raises serious concerns about the future of genuine, Council-supported community representation

Since then your VRRA Executive has meet with the Combinbed CCB group on two occassions to formulate plans to protect your CCB.

The next step is to attend the meeting scheduled for Wednesday 11th March with SCC.  The report below (prepered by the Working group)  discusses to optionsBelow is a document (prepared by the Working grouop) which outlines the approach being considered
